Your Excellency
QUERY
You will recall that on 19th January 2017, you applied to Nigerians through the Senate of the Federal Republic, for a 10-day annual leave. As stated in your letter, the leave was to commence on 23rd January 2017, while you were to resume duty on 6th February 2017. You also stated that during the leave, you would undergo routine medical check-up and that the Vice President, His Excellency, Prof Yemi Osinbajo would act as Acting President.
However, it is with concern that I observe the following:
- That you commenced the leave a day earlier than communicated to Nigerians through the office of the Senate President. According to my records, you flew out of the country on 19th January 2017.
- That during the leave, you stayed in the official quarters of the Federal Republic in the Nigerian High Commission in London.
3. That you have failed to resume duty today, 6th February 2017 as earlier communicated to Nigerians through the Senate. What you have done instead is to forward another letter asking for extension of your leave. The letter however does not state when you will return to the country.
In light of the above, you are hereby requested to explain in writing within 48 hours why disciplinary action should not be taken against you for the following misconducts:
- Absence from duty without permission on 19th January 2017
- Unauthorised use of the official guest house of the Nigeria Mission in London, thereby incurring unauthorised cost for the Federal Government of Nigeria; and
3. Over-spending your leave without giving definite information as to when you will return to work, thereby putting the country in quandary and thus, giving way for wild and unsavoury speculation from wailers and unnecessarily heating up the polity
I look forward to receiving your reply soon.
Yours faithfully
FRANK OFILI
